d/rules: Unexport `ELF_PACKAGE_METADATA`.

Sergio Durigan Junior requested to merge sergiodj/edk2:unset-elf-package-metadata into debian

It can mess with ELF header alignment which leads to a build failure.

This only affects Ubuntu for now, but it's harmless to unset the variable on Debian.
