Ship static library in libslirp-dev

Athos Ribeiro requested to merge athos/libslirp:static-lib into master

The debhelper configuration targets for meson+ninja does not set the option to build both shared and static libraries by default. As it is a common practice, this patch changes the package to build and ship a static library in the -dev binary package.
