make sudo members also a kvm group member (LP: #1767302)

Based on the discussions in 1 I wondered if we shouldn't make all members of sudo a member of the kvm group on install. They are effectively allowed to do so anyway via sudo but every now and then users fail to realize what they need to do to get it set up.

I asked the Ubuntu security Team at 2, you might want to do the same especially as these authentications had some Distro differences in the past. For example the referred auto-libvirt group membership only exists in Ubuntu as of today - some policykit things that I never got to solved that case for you AFAIK.
