create xen-only qemu-system-xen package (amd64, with qemu-system-i386)

Build minimal configuration without anything. Explicitly enable vnc (with jpeg/png) and spice. Other features which we'll need can be re-enabled later.

This is more or less experimental for now, to understand what Xen wants.
