debian/rules: Use MINIMUM_KDEPIM_VERSION von kdepim metapackage

This merge request contains one way to fix the uninstallability of kde-full. It generates the version number of the kdepim metapackage to be consistent with the required kdepim components. The other suggested fix is !3 (closed), which fixes the control file to depend on the version of kdepim currently generated. Please only accept one of these merge requests.
