Package the extension as well

Piper McCorkle requested to merge pmc/plasma-browser-integration:package-webext into master

Since web extensions can be packaged in Debian, this source should also produce a binary package containing the webext. That way, users don't have to install any software from outside the Debian archives in order to use Plasma's browser integration.

Tested locally on both firefox-esr and chromium with no issues.
