tests: add autopkgtest policy unittest

To ease improving britney2 for autopkgtest we really wanted to get proper unittests in place (the current tests are black box testing and take a long time to run).

@nthykier please review and let me know if the approach taken is acceptable and doesn't have obvious flaws.
