not showing meaningful results on jenkins

I'm seeing an increasing number of diffoscope runs on tests.reproducible-builds.org where it is only showing the diff of the .changes file, but not any differences of the .deb files referenced in the .changes file..

I started noticing it with diffoscope 193, and also with 194:

I haven't noticed this running diffoscope from reprotest or manually, so it could be something with jenkins, though not sure what exactly...

It doesn't appear to affect all packages, so far i've only seen it with bind9, but I have vague memories of other packages triggering it as well.

Sorry I don't have better information, but figured it was worth making an issue.
