Track and report on missing Python modules

There are a number of python modules that are not suggested by --list-missing-tools, since they're not exactly "tools" in the usual sense (e.g. a command on PATH). Should --list-missing-python-modules also exist? or should it just be called --list-missing and support both types of missing things?
