2021-11: Make the IRC transcript a link to the meeting page.

Without this link, the thumbnail was not very useful by itself, since it
wasn't readable and no higher, readable resolution was available.

Adding the link has the effect of putting readers two clicks away from the raw
IRC logs of the meeting.
