docs/rebuilders/, tools/: Merge these two pages

https://reproducible-builds.org/docs/rebuilders/ "is trying to document the different tools for rebuilding".

https://reproducible-builds.org/tools/ lists "tools [that] are available to make your life easier when working on reproducible builds".

The former should be merged into the latter. Some copyediting is also in order while we're in there.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
