scheduler: Enable binary packages in wantlist

The wantlist is currently interpreted as a list of source packages to track, eg:

rocm-hipamd
rocprim
rocrand

This should be extended by the ability to track binary packages, eg:

rocm-hipamd
rocprim
bin:librocrand1-tests
bin:libhiprand1-tests
