debian/ruby-tests.rb: Ensure tests are working with ruby 2.5

This commit removes the call to the dropped option '-rubygems' in ruby
2.5, makes the run of the testsuite verbose, and, drops the fixed seed,
again. This was introduced in 213d8513,
but now fixed upstream.
