This new upstream release was grabbed from the tarball on github rather
than the published gem, so all test files are present.

Update to upstream version '0.21.0'
with Debian dir 02e49dde8de398378579fe8cb6aaf9c1536b6caf

upstream has taken the decision to not include test files within gems so
we should get upstream releases from github to be able to run tests
during builds.
