Update to 0.70.1

the big changes summary:

• dropping some patches of crates which are messy to update right now in debcargo-conf, where the patches are not meaningful for src:cargo anyhow
• fix the contents of cargo-doc
• add myself to Uploaders, since I prepared the last few releases anyway ;)
• disable tests that are flaky on debci (publishing related tests that talk to localhost)

as usual, the pristine-tar and upstream branches are also updated in my fork.
