ratatui-core: drop lru 0.16 to 0.12 downgrade from relax-deps.diff

Edit to the existing relax-deps.diff removing the hunk that downgraded lru from "0.16" to "0.12".

Part of the rust-lru 0.12 to 0.16 transition (bug #1117785).
