html2text: follow-up

Marco Villegas requested to merge marvil07/debcargo-conf:html2text-followup into master

At !133 (merged) html2text crate was added, but I left a fixme there, as pointed on that thread.

This change:

  • Removes that fixme.
  • Adds a couple of dev dependencies as build dependencies, as suggested on by debcargo-conf.
