Temporarily disable reprotest by default until #1108550 is fixed

reprotest is failing (at least for trixie/sid packages) as a result of https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=1108550, which is being looked into, but in the meantime will make the CI red for nearly all packages if I understand correctly.

Would it be possible to disable reprotest by default (centrally, in the common pipeline code) until the regression can be fixed? That seems like it would scale better than having individual packages work around it.
