eLxr images being built by default in salsa.debian.org/salsa-ci-team-pipeline

@hzhan-cn, !632 (merged) introduced support for building images used by the eLxr CI. A priori, those images shouldn't be built on the salsa.d.o/salsa-ci-team/pipeline project, but only on your fork. I think a never default condition at the end of the rules !632 (diffs) is missing.

Could you please take care of that?
