Fix rules: in prod images building jobs

Santiago R.R. requested to merge santiago/pipeline:fix-build-all-images-var into master

BUILD_ALL_IMAGES was not correctly evaluated for non-default branches, so it was difficult to test how the production images were built on from a merge request before it was actually merged.
