Enable job 'missing-breaks' by default

Otto Kekäläinen requested to merge otto/salsa-ci-pipeline:feature-missing-breaks-by-default into master

The job was added in 2019 in 442d4165, but as disabled by default and without incline comments of git commit message with any motivation why it is disabled.

Enable the job now, as it would have helped prevent e.g. Bug#1096207 or similar bugs which have broken numerous dependencies immediately after upload to the Debian unstable archive.

The job is enabled by removing the variable, just like the job 'lintian' is enabled by default by not having any variable defined by default.
