support providing extra options to blhc

Hi, I need to add some ignore options to blhc, and the only way I found is disabling the stock blhc job and defining a similar one instead. This is verbose and fragile. Could you please consider providing a SALSA_CI_BLHC_EXTRA_OPTIONS (choose a better name) for this? Thanks.
