Implement limits to not run the jobs against tags and only if files inside debian/* were modified

As per the subject, the idea is to not waste resources etc. Have a look at this commit for a possible implementation.

Would you be willing to integrate this? If so, I could also provide a MR. This feature could also be "opt-in", however, I lack an idea currently how to do so.
