Salsa over SSH frequently fails

I'm frequently getting the following error when pulling or pushing from/to Salsa over SSH:

kex_exchange_identification: read: Connection reset by peer
Connection reset by 209.87.16.44 port 22
fatal: Could not read from remote repository.

Please make sure you have the correct access rights
and the repository exists.

This has also been reproduced by others.

UPDATE This is a known DoS, Salsa admins and DSA are working to fix.
