All CI jobs are failing with "runner system failure"

For several hours at least, all CI jobs on Salsa have been failing with "ERROR: Preparation failed" from the docker+machine executor, resulting in "There has been a runner system failure, please try again". https://salsa.debian.org/freexian-team/debusine/-/jobs/7862981 is a representative case. Could somebody look into this?
