Please remove debian/id3lib

It's empty, and no source package matches its name.

I guess the repo was maybe created to host id3lib3.8.3 with the idea of never changing the repo name while we go from 3.8.3 to 3.8.4 etc.

However, id3lib3.8.3 is already 22 years old, and there is no indication that a 3.8.4 will exist soon, and for that reason I decided to create id3lib3.8.3 matching the current source package.
