Please consider disabling Issues in new repos by default

According to upstream's bug tracker, you can disable Issues by default on new repos using the config file gitlab.rb. Please consider doing this.

Most repos on salsa will correspond to packages in the Debian archive, and so bugs should be filed in the Debian BTS. Having to edit the settings of every new packaging repo to turn off Issues is time-consuming and easy to forget -- and some maintainers might not realise they need to do this.

This doesn't stop people using Issues in parallel with the Debian BTS if they want to.

We can't set a default. Its in the responsibility of the repo owner to do so.

Please excuse my re-opening this issue, but I think you are mistaken: there is a gitlab.rb config key for exactly this purpose:

You'd just need to uncomment the first line and set it to false.

We aren't using omnibus, so its slightly different, but we have it in gitlab.yml.j2 in line 89, default_project_features:\n issues: true needs to go to false.
