quantz blocked?

Since a few days quantz seems to have been blacklisted from salsa, causing all git fetches to fail.

Asking on IRC, @waldi only said "yes, sorry about that. we still need to figure out how this needs to be handled" without actually saying what's going on, or giving a timeframe of what is happening (which I can't know), nor anybody answered the following pings.

Can quantz be unblocked now, or are there still issues going on?
