Add `include` keyword that allows the inclusion of external YAML files

This feature is not included in the CE version. Here https://gitlab.com/help/ci/yaml/README#include it says the following

Introduced in GitLab Edition Premium 10.5. Available for Starter, Premium and Ultimate versions since 10.6.

The MR that adds this feature is here https://gitlab.com/gitlab-org/gitlab-ee/merge_requests/4262 and the related issue https://gitlab.com/gitlab-org/gitlab-ce/issues/20868#note_14082877. As you can see it says

"Since this is targeting larger organizations, it will be EE Premium."

Debian is a large organization... Can we ask for this feature as Debian Project to Gitlab?

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
