OSUOSL-maintained GitLab CI Runner pool

I've been talking with OSUOSL about them setting up and maintaining some gitlab-ci runners for Debian, F-Droid, Tor Project, and Guardian Project. I'm involved in Debian, F-Droid, Tor Project and Guardian Project. All of them use gitlab CI runners. That's why I'm proposing this runner pool be applied cross-project.https://support.osuosl.org/SelfService/Display.html?id=31450 Sounds like they are going to do it, and hopefully also provide an aarch64 runner.

For F-Droid and Guardian Project, I'm even a gitlab group admin, so I'm familiar with the configuration on the gitlab side as well.

the salsa admins only want to handle autoscaling ephemeral runners on instance level. so as long as those system do not run in an infrastructure where the runner can happily create and destroy systems, it does not fit
