Drop "-team" requirement for groups

Since we retired the "-guest" namespace for users, the signup service is only responsible for creating new groups following the still existing "-team" namespace requirement. I would really like to retire this service completely and with it some patches in our GitLab source.

We also could then restrict the permission to create new groups to people with at least DM level.
