Optmize HTML generation

This fixes running this test under autopkgtest

debci-update will now pass all packages that need updates in the command
line. If there are no new packages with new data, then it makes no sense
to process all packages again.

Generating the HTML for one package is fine, but generating HTML for all
of the packages on all runs is too inneficient. So, we tell
debci-generate-index to log which packages received new data, and update
HTML only for those.

Also, consume at most 50 packages from the whitelist, in random order.

autopkgtest is not need to run at least one functional test (for
debci-localtest)

debci-test and backends/*/test-package went through a refactoring and
debci-localtest was left behind. Now there is a test to avoid that from
happening again

britney integration was done via the API, with britney driving the
interesting test requests and using debci just as a test execution
platform.

This was never used for anything, and occasionally will even cause
problems, so it's not really useful to keep it around anymore.

Skipping a run when the lock is obtained by another process cause
results to accumulate in the incoming directory when there is heavy
traffic of results arriving. If we are unlucky, several subsequent runs
of debci-generate-index will be skipped because there was some test
result being received exactly at that time.

This will cause the results queue to grow a little bit while
debci-generate-index is running.

This makes it possible to use those functions with both external
commands and shell functions

also link directly to the page for the given package, suite and
architecture

I spend some time avoiding the 2 second sleep if not needed but that
requires quite a bit of code, which isn't worth it in my opinion.

This avoids rerun thinking that the build part "failed".
