debci-update will now pass all packages that need updates in the command line. If there are no new packages with new data, then it makes no sense to process all packages again.

Generating the HTML for one package is fine, but generating HTML for all of the packages on all runs is too inneficient. So, we tell debci-generate-index to log which packages received new data, and update HTML only for those.

Skipping a run when the lock is obtained by another process cause results to accumulate in the incoming directory when there is heavy traffic of results arriving. If we are unlucky, several subsequent runs of debci-generate-index will be skipped because there was some test result being received exactly at that time. This will cause the results queue to grow a little bit while debci-generate-index is running.
