Updates to debian folder to match v2.17 documentation updates

Bug#1000376 [calculix-ccx-doc: wrong version of calculix documentation (not updated to v2.17?).]

This merge request updates the debian folder and files for packaging calculix-ccx-doc v2.17. There are also minor changes to fix warnings generated by lintian (deprecated debhelper version, outdated standards version, etc.)
