Add licenses and separate CUDA source

  • Fix all upstream license information.
  • Fix missing dir error during dh_auto_clean.
  • Add license for the debian dir.
  • Add control.cuda and cudabuild.sh.
  • Default to ROCm variant.
  • Remove control.rocm and rocmbuild.sh.
  • Add breaks and replaces for CUDA source.
