Keep Cylc's customized version of CherryPy

Hi,

Cylc has a customized version of CherryPy, so the current Debian package is broken.

My Debian-Package-Fu is not really great (built one or two packages in the past, but for my own ppa in launchpad. So sorry if I changed the wrong files (or if these requests should come through another system).
