Revert MPLCONFIG override

James Addison requested to merge (removed):jayaddison-master-patch-04871 into master

This seems unrelated to the commit it originated from, so I think we should revert it. If it turns out to be necessary for some reason unrelated to the Sphinx layout change, then we should track that down separately.

I haven't been able to replicate a problem without this MPLCONFIGDIR override in place, although it does seem that matplotlib is used in some of the autopkgtests, so those could be worth further investigation.
