Improve transmission of configuration variables. 

CMAKE_VERBOSE_MAKEFILE is already set by debhelper, taking DH_VERBOSE
into account.

BUILD_DOC=ON only without DEB_BUILD_OPTIONS=nodoc

Simplify similar handling of nocheck.
