Fix Bug#906921

Carlos Falcon requested to merge cmft-guest/tango:bug#906921 into master

There is a possible race condition if the scripts runs the tango network checking commands. In some conditions these checking could fail during machine start up if the network is not ready.

Fix it adding the "should start" and "should stop" pragma.
