CVE retriage check tool cve-retriage-analyzer

Ola Lundqvist requested to merge opal/security-tracker:31-tool-to-check-cve-database-for-retriaging into master

New tool (cve-retriage-analyzer) to check CVEs for conditions where it should be re-triaged.

The lts-cve-triage tool is updated to call this new cve-retriage-analyzer with an option to exclude this.
