Detect issues fixed in buster and bookworm but not in bullseye

I added the ELTS tracker and some logic to detect these cases. Code, especially TrackerData, would need some cleaning after adding this second source, but before that:

  • Do you think it's the right place to check this ?
  • Does the logic makes sense ?
