salsa ci: create and use a check-syntax-able docker image

Santiago R.R. requested to merge santiago/security-tracker:salsa-ci-image-for-check-syntax into master

This MR includes files to create a docker image to be used by the check-syntax job. This makes it possible to avoid installing the dependencies at each push.

If having an image for this is a good idea, another option would be to keep it in a specific project, other than security-tracker.
