Mark CVE-2017-13716 as unfixed again

The changelog for binutils 2.29.90.20180122-1 mentions the CVE as
fixed. But the issue is yet unresolved afaics, the upstream bug
https://sourceware.org/bugzilla/show_bug.cgi?id=22009 has the respective
discussion.
