Track fixes for mariadb-10.3 via buster-pu

Note there is a discrepancy on the acked request by the SRM. The version
uploaded should have had 1:10.3.22-0+deb10u1 as version but currently in
stable-new is a 1:10.3.22-1+deb10u1.
