Track proposed update for zziplib via stretch-pu

Not yet confirmed and not uploaded but 0.13.62-3.2~deb9u1 is a rebuild
of 0.13.62-3.2 withough any other changes and for a while in buster
already.

Still waiting for an ack from SRM to upload first.
