mark CVE-2018-7247/leptonlib as unimportant

Whilst the source is affected still up to 1.75.3, progs/htmlviewer is
not among the programms which are built and installed for Debian in the
binary packages.

The htmlviewer is as well not installed pre-#830660 changes.
