Add CVE-2018-6559/linux

Keep it as undetermined as the real status for Debian is not yet
investigated and the issue mgiht be specific to Ubuntu. Needs analysis
of respective Ubuntu information. The issue surely releates to possibly
incorrectly dropping a patch relating to 2015-1328 and 2018-16597.
