Mark CVE-2019-7732 as unimportant

Following Hugo's update and triage, and reference to upstream
classification of the issue as non-issue/negligible security impact
demote severity of the issue as unimportant.

Ideally if this is no bug at all then MITRE might be prodded to REJECT
the issue.
