d/control: Depend on debconf|debconf-2.0 to allow transition to cdebconf (Closes: #1017830)

ucf does not directly depend on the Perl modules offered by debconf classic, so it should not hard-depend on debconf alone and should, instead, depend on debconf|debconf-2.0, to allow transitioning to cdebconf.

Also, debconf 1.5.19 and coreutils 5.91 are both available in Debian since Debian 5 Lenny (2009). These constraints can thus be dropped.
