Add COLORTERM NO_COLOR to SendEnv and AcceptEnv

Add COLORTERM NO_COLOR to SendEnv (client) and AcceptEnv (server) default config. This enables coloring the terminal output of programs like the systemd tools if they are enabled on the client's terminal. Fedora did the same changes, see https://bugzilla.redhat.com/show_bug.cgi?id=2352653

I have done git-dpm co, updated the debian config patch commit, and did git-dpm up --amend not sure the diff is right... git-dpm is really hard to use
