Fix ENV restriction of authorized keys

Add patch from upstream that fixes the unintentional restriction of authorized keys environment options to be alphanumeric (LP: #1771011)

Note: this will be in the 7.7p2 at some point, but we don't know when this will happen so let us fix it up now.
